Professional subscriptions vs self employed expenses

This is probably a really stupid question.

Why is there a difference between claiming tax relief on professional subscriptions and claiming them as expenses against self-employed income?

What difference is there? If you're employed you claim them against employment. If you're self-employment, then you claim them against your self-employed income.
