I have an employee of my UK organisation who wants to be resident in Norway but still conduct his UK responsibilities using the internet.

Can he do this and simply switch his tax payments to the norwegian system ?

Potentially yes. But may cause a lot of headache for you as you may be required to operate a payroll in Norway based on their local legislation and withhold taxes and social security. There may be other administration involved and you would need to consult a Norwegian employment tax specialist, and potentially employment law specialist.

In addition you would still need to process him through the UK payroll, but you can apply for an NT tax code so no tax is withheld at source.

If you're sending him to Norway then there may be some complications regarding social security as he may still be require to pay UK NIC for the first 52 weeks as I'm not sure if Norway is part of the EU social security agreements.
