I understand that UK Capital Gains Tax would be due first if a UK property was sold by a French tax resident.
Following this the French tax resident would get a tax credit to use against any French Capital Gains Tax due.

If the French tax resident is not affiliated to the French health system (private health insurance only), would this reduce the capital gains liability against Social Charges when a UK property was sold?

If anyone is kind enough, could they provide a brief overview or link that explains the rates and allowances permitted under the French CGT system.
I have seen there may be a permitted flat rate of 7.5% of the acquisition price that may be claimed (Costs of Acquisition), and a flat rate of 15% of the acquisition price if the property was held for more than 5 years (Improvement Costs).
