If one is domiciled abroad but have a private pension that was joined and contributed to from a salary earned in England ( where it was taken out of pre tax salary ) - does one pay uk income tax or the local country tax ?

Depends on the tax treaty, without treaty protection however it's deemed UK sourced and taxed here (and potentially where you are resident as well, but there should be some form of mitigation, usually by allowing the UK tax as a foreign tax credit).

Where are you resident?

Thank you for your reply.
I managed to find another post on hrmc tax treaties for uk and phillipines. I used that to then go up one level on the uri to check for my locale.
But, i do appreciate the reply and help offered.
Thank you.
