Loss relief on National Grid lapsed rights

Do nil-paid rights qualify for IHT loss relief? For a little more detail:

National Grid announced a rights issue on May 23rd 2024, and the nil-paid rights commenced trading on May 24th. My mother was granted new shares then died the following day. Naturally it wasn't possible to take up the rights. Following the subscription deadline the estate received £1.90/share for the lapsed rights, which had been worth £2/share at the date of death. The original holding in National Grid was retained. Can or should the loss on the new shares be included in IHT35?

How many shares were involved?
Is it worth the effort?

There were about 3,000 new shares. The relief is small but worth the effort of making a simple entry in IHT35, along with all the other shares sold at a loss to pay IHT.

However, the main reason for my question is that including all qualifying disposals seems to be a necessary condition for claiming loss relief.

When in doubt, include it on IHT35.
I doubt that HMRC will concern themselves with such a paltry claim.

Not sure why size matters, though. Surely there are laws involved? Although there are many references to rights issues where the main holding is sold, I found none where the rights are sold alone.
