Gifting Land

My parents are considering gifting land to me that currently has a low value but there is planning permission for development. If developed the land would increase significantly in value.

Hence they wish to gift the land to me now to avoid future IHT. However, they wish to remain on the land which they use as a camp site.

Can this be done, if so what would be the best course of action???

Any guidance would be appreciated
