gift in reservation?

I have a client who it appears might have a problem with the gift in reservation rules. He and his sister purchased his mother's house in 1984 for £138000. In 1987 his mother gifted them the £138000 in cash. However his mother has been living in the property all this time. It sounds like a gift in reservation, however it could be argued that their mother is simply living in their home, and it was not the property that was gifted but the money. Any thoughts?
