The issue is whether at the time of the gift the donor is UK domiciled (not whether he/she is UK resident). If not UK domiciled at that time then gifts of Italian assets not within UK IHT charge.

The surviving spouse only gets £650K if on the death of the first spouse to die none of her/his nil rate band (£325K) is used.
