Reporting of PETs

My father is considering gifting a cash sum to my sister and me as a PET, and the sum will exceed his nil-rate band. I am unclear as to whether there is a need to report this to HMRC at the time of the gift, possibly with an IHT100 form (though this does seem to refer to Trusts, which is not the case here, it is an outright gift of cash). Obviously we will keep a record of the gift together with his Will and personal papers, but do we need to use the IHT100 and if not, is there a special form that has to be used, or is a simple letter adequate, saying that this gift of £x is made on [date] and signed by the donor?

There is no advance reporting requirement for a PET, the compliance only arises if it fails.
