I assume that an executor can obtain copies of IHT forms eg IHT 400 from HMR&C (where he/she has not taken copies or has lost them).

What is the position of a 'power reserved' executor? Can he/she also obtain copies from HMR&C or must they first apply to the Probate Office for a full grant before they can ask HMR&C for copies?

The appointed executor can certainly get them but I wouldn't expect HMRC will release a copy to the non proving executor without the appointed executor's permission, or as you say a grant of double probate.
