Estate Duty arising in 1973

My grandfather died in 1973 intestate. The house went to my grandmother and we think it was worth £12,000. His total estate was £25k . No estate duty was paid as I’ve found an entry on the charges register at the Land Registry when I’ve come to sell the property this year . My grandmother died in 1983 and left the property Tommy uncles in her Will ‘ free of duty’ . My thinking is that there is Estate Duty still owing of £3000. Would HMRC be able to claim this and claim interest too ?

What makes you think £3,000 of estate duty arises?
