Do we pay NI on GDC & NMC Income?

A quick question. A colleague of mine from the (General Dental Council) GDC & (Nursing & Maternity Centre) NMC also sits for an accountancy regulator. On a recent training day she was told by a fellow panellist, who is an accountant, that pay from any Statutory Body does not attract NI contributions. He told her that he has "saved fellow panellists £1000s of pounds" in reclaimed NI. Obviously both the GDC & NMC would come under this. I would like to check on this platform if anyone has heard of this and comment please.
