New NI legislation?

Hi,

I have heard on the Grapevine that as of 15th August, the government is introducing new legislation stating that agencies will no longer be allowed to pay National Insurance, or agencies will not be allowed to pay NI onto a limited company provider.

Any substance to this, or am I a victim of chinese-whispers?!
