VAT on Polish goods

A friend, a private individual, has just bought a product from Poland who have charged him 23% VAT which I accept is correct. Is there some mechanism for claiming back the 3% difference between this and the UK VAT rate?

No. He is treated as a private purchaser in Poland in exactly the same way as if he had walked into a shop in Warsaw.
