Is there any way you can find out if someone is VAT registered ?

There is no way to find out from HMRC whether someone is VAT registered working from their name and/or address back. If you have a registration number you can confirm who owns it via the VIES system.

There are some websites that take limited data and do a reverse look up of whether people are registered but not finding someone on these wont prove they're not registered.

I'm afraid other than asking them, getting hold of an invoice that shows their VAT number, or asking some of their customers who may have such a thing then I'm afraid it down to GIYF - Google Is Your Friend, you'll just have to do some internet searches and see if anything pops!

Yes. You could ask them for their VAT number and then verify online any VAT number provided.
