P11D - Boat Mooring Living Accommodation?

One of the directors who has >5% shareholding in the Company has the cost of mooring a boat paid on his behalf. The reason for this is that he sleeps on the boat when working at his office (which is his usual place of work). The reason for this is that the Director used to work at a different office near to his home, but was asked to head up an office further away from home. The boat is therefore used as an alternative to relocating or paying for hotels/rental accommodation.

Should this cost be reported on the Director's P11D?

The mooring will be a benefit unless the director is at a temporary workplace: basically that is a place where he attends for some temporary purpose that will not exceed 24 months.
