Season ticket loan - tax liability

Hi there,
We are providing a member of staff with a season ticket loan to cover the cost of his daily commute into London, the cost of which will be declared on his P11D. However, we also require him to travel within London for work purposes and it would be more cost effective for us to include tube travel within the 4 zones of London onto his season ticket and cover the difference. My question is, as he will be able to use the tube travel for personal travel as well as work, is there a tax disadvantage to him if we do this? i.e. do we need to include the total cost of the ticket on his P11D? Any advice would be much appreciated.

Are you buying the ticket for the employee or loaning the money?
