Do you have to declare anywhere on forms Iht400 or 403 if a gift with reservation is exempt? For e.g 7 years has passed since gifting a part share of a property; mother and son both occupied and shared bills.

As this gift was exempt say if in year 10 mother passed would it need to be declared?

Gift of property is a PET. No need to declare PET at date of gift.

If death occurs within 7 years IHT on PET arises and would need to be declared. However, based on your post the gift with reservation provisions will not apply on the death (joint ownership etc) but would need to be disclosed together with the relief (ie joint ownership) claimed.
