I'm a non resident British citizen.
Every year I file a sa109 resident remittace, the UK has a double taxation agreement with the country I live in.
On the form it asks am I tax resident in the country where I live, which I am, can anyone explain the consequences of being tax resident or non tax resident in the country where I live.
And what are the consequences of making a mistake filling in that question.

That section is only relevant if you are claiming relief by virtue of the treaty.

For example if you have UK source income that is exempt or partially taxable in the UK by virtue of you being tax resident in another country. Common examples are UK sourced interest and dividends.

Does that mean if I'm taxed on my UK savings in my adopted country as well as in the UK I can claim some tax relief from the UK savings tax?

That depends on what the treaty says.
