HM Revenue & Customs (HMRC) has confirmed that a further 310 employer schemes will join the Real Time Information (RTI) pilot following its launch last month. Subject to the initial pilot being successful, up to around 1,300 volunteer employers will be reporting PAYE in real time by September 2012.

Over 100,000 employee records have been successfully received by HMRC since 10 volunteer employers joined the RTI pilot on 11 April. The additional employers will join the pilot between 8 May and the end of June. By March 2013, subject to the success of the early pilot stage, around 250,000 employers will be reporting in real time.

Most employers will join RTI from April 2013 with all employers reporting PAYE in RTI before October 2013.

RTI will make it easier for employers, pension providers and HMRC to administer PAYE. Employers and pension providers will tell HMRC about PAYE payments at the time they are made – as opposed to only at the end of the year. RTI will support the operation of Universal Credit – the Government’s flagship welfare programme - which brings together means-tested in and out-of-work benefits, Tax Credits and support for housing, and will improve work incentives and make work pay.

Stephen Banyard, Acting Director General for Personal Tax, said:

“It’s early days, but all the signs are good. RTI is on track - all expected PAYE submissions have been received from the 10 pilot employers and processed.

The whole point of the pilot is to identify any implementation issues. So far, these have been very few and they have been quickly resolved.

We are working closely with the employers in the pilot who have helped us identify and solve any issues. We have improved our guidance and support for employers and software vendors as a result of the insight and feedback gained. We are very grateful for the valuable contribution the pilot employers and software developers have made”.
